Upload the folders inside the upload folder. 

1. ALWAYS make a backup of your site before applying new mods / extensions.
2. Download the archive.
3. Unzip the downloaded archive on your computer.
4. Upload the folders locate in the "upload folder" (admin, catalog & image) to the root directory of your OpenCart installation. These are new files and no files should be overwritten..
5. Login to your Administration panel. 
6. Go to System: Localisation -> Languages
7. Add Language:
8. * Language Name: Thai (or) ไทย 
9. * Code: th
10. * Local: th_TH.UTF-8,th_TH,th-th,thai
11. * Image: th.png
12. * Directory: thai 
13. * Filename: thai
14. Status: Enabled
